Salah satu unsur pendukung pelaksanaan fungsi manajemen adalah sebuah organisasi, keberadaan dan kelancaran aktifitas pegawai atau karyawan dalam kegiatan organisasi tersebut. Pemanfaatan teknologi informasi dapat menghasilkan efisiensi dalam berbagai aspek pengelolaan informasi yang ditunjukkan oleh kecepatan dan ketepatan waktu pemrosesan, serta ketelitian dan kebenaran informasi (validitas) yang dihasilkan. Metode yang digunakan yaitu metode Waterfall. Pada Dinas Koperasi UMKM Pemerintah Kota Bekasi mempunyai permasalahan kegiatan yang kompleks seperti input data pegawai masih manual melalui media kertas atau formulir isian pegawai (FIP). Proses pencarian juga memerlukan waktu yang relatif lama. Dinas Koperasi UMKM Pemerintah Kota Bekasi sangat membutuhkan sistem informasi manajemen kepegawaian yang mampu menangani permasalahan kompleks tersebut. Permasalahan-permasalahan diatas dapat diatasi dengan adanya pemanfaatan dan penerapan TIK yaitu dengan melakukan pembuatan Sistem Informasi Kepegawaian berbasis web pada Dinas Koperasi UMKM Pemerintah Kota Bekasi. Sistem Informasi Kepegawaian sangat penting dalam memberikan pelayanan kepada seluruh personalia yang ada karena pegawai merupakan aset penting dalam penyelenggaraan organisasi yang perlu dikelola dengan baik, yang berfungsi mempercepat proses menata pengolahan data pegawai, mengatur, dan memberikan layanan kepegawaian sehingga dapat mendukung kerja organisasi serta dalam menganalisa data-data setiap pegawai.

One element supporting the implementation of management functions is an organization, the existence and smoothness of the activities of employees or employees in the activities of the organization. The use of information technology can produce efficiency in various aspects of information management as indicated by the speed and timeliness of processing, as well as the accuracy and correctness of information (validity) produced. The method used is the waterfall method. At Office of UMKM Cooperatives, Bekasi City Government has complex activity problems such as employee data input still manually through paper media or employee filling forms (FIP). The accumulation of employee data in paper files is not efficient if the officer wants to do the employee data processing. The search process also requires a relatively long time. Office of UMKM Cooperatives, Bekasi City Government really needs a staff management information system that is able to handle these complex problems. The problems above can be overcome by the use and application of ICT, namely by making a Web-based Personnel Information System (SIMPEG) at the Office of UMKM Cooperatives, Bekasi City Government.SIMPEG is very important in providing services to all existing personnel because employees are an important asset in organizing an organization that needs to be managed properly, which functions to accelerate the process of managing employee data processing, regulating and providing personnel services so as to support organizational work and in analyzing data data for each employee.
